A native of Smithfield, VA, he joined the USCAA management staff in 2005.  Simms is a graduate of Old Dominion University, where he obtained a bachelor’s in Organizational Psychology, and William & Mary where he received his MBA. While at ODU, Simms participated in baseball during the Fall season of 2003. Shortly after, he hung up his cleats to focus on academics. He continued his passion and interest for baseball by serving as Assistant Baseball Coach at James River Christian and Smithfield High School during his time in college.

Simms has served two years as Administrator of Student Services and one year as Assistant Athletic Director at member institution The Apprentice School. Under several titles with the USCAA, beginning as Assistant to the Commissioner and transitioning to Associate Director & COO, Simms has led the operations of the USCAA, bolstering marketing efforts that have led to over one hundred percent membership growth and ten times capital growth since 2006.  He was named Executive Director on June 10th, 2015 after having served ten years under former Executive Director Bill Casto. 

Simms has been instrumental in sponsorship efforts, leading to contracts with East Bay, Rawlings, Nemacolin Woodlands Resort, as well as grants with various convention & visitors bureaus.  He has also worked directly in efforts to improve the image of the USCAA including several website re-designs, the reorganization of the national office, and improved broadcasting of USCAA Championship events with partnerships for webcasting, ESPN Radio, and the USCAA Network.

In 2012, Simms led efforts for a reorganization of the USCAA Basketball National Championships, which now includes a combined tournament with 34 teams playing four championships in four days.  Simms helped to orchestrate contracts with host Penn State Fayette, presenting sponsor Nemacolin Woodlands Resort, and key partners including FayPenn Economic Development Council and the Laurel Highlands Visitors Bureau.  Additionally, Simms wrote grant applications securing almost $100,000.00 for the USCAA in just four years.

In 2016, he moved to create similar concepts with a combined USCAA Fall Championship Week and the USCAA Small College World Series that have elevated the USCAA Championship experience and financial position of the association's events.

He currently resides in Norfolk, Virginia, home of the USCAA headquarters.
